WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

In order for ships to be safer to dive and more accessible they need to be opened up, hazards removed and access holes created. A standard for diverization will assist with the sink plans as holes cut for diver access can and should be used to maintain the proper plan for sinking. 
 

CHARTER FOR ENVIRONMENTAL IMPACT REPORT COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

This task is a very important one and a requirement for the issuance of the needed permits to sink a ship. The Environmental Impact Reports will be key to getting Coastal Commission approval and is one of the legal requirements that must be met to sink ships. For this reason a standardized report will make completion easier and uniform. As we go through the process of sinking ships off the California coast, the regulatory agencies will come to know exactly what to expect as each report builds upon those that have gone before. With that said this committee must be flexible and responsive through the first few reports to allow for necessary changes based upon any criticisms or perceived omissions by any stakeholder. In the end we want to do it right. In addition, this committee should consider doing/managing all EIRs in the state due to their complexity & commonality.

 

CHARTER FOR GOVERNMENTAL RELATIONS-FEDERAL FUNDING COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

The funding for CS2R can be a composite of sources –Federal, State and Local (to the sink site). This committee will focus on the federal portion of funding. This committee will define and pursue the process for federal funding for ship processing. The process will include issues such as acquiring ships, cleaning, diverization, towing, sinking and studies.

This committee will define and pursue the process for federal permitting of CS2R ships. Where possible, this committee will try to consolidate permits and anticipate permitting needs across all ships.

CHARTER FOR INTERNATIONAL RELATIONS COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

CS2R wants to be THE place/people to go to for artificial reefing information. We also want to work closely with our counterparts in other countries to ensure that artificial reefing is highly visible, through sharing of information and promotion of joint activities to ensure the best information is available. 

 

CHARTER FOR LEGAL COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

Every aspect of this project will have its legal challenges and we need someone with expertise in these areas to advise and represent us as needed. We need to have the team in place early on so no legal issues are overlooked and potential problems prepared for in advance. Even if we can develop “boilerplate” language for most issues, there will be issues unique to each vessel or sink site to be addressed. This will be especially true in Sanctuary areas.

 

CHARTER FOR MESSAGE DEVELOPMENT COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

In order for the public to understand what it is we are attempting to do, we must have a clear message that can be understood by anyone, especially non-divers. The message is the first impression our audience has about us & the project. The message must provide the place to go to get the answers to people’s questions before they even think of them.  
 

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

In order to provide an ecologically diverse habitat to encourage the most fish life …the habitat should mimic real life and also provide for more interesting dives. The ships would provide the Pinnacle structure which provides habitat for certain fish and plant life. The addition of lower materials to create bottom habitat will encourage other types of creatures and also can allow for kelp growth. This should provide for a more ecologically balanced man-made reef “system”.  
 

CHARTER FOR PROJECT REPRESENTATIVES COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

In order for CS2R to become public policy at all levels, it will require both understanding and support from all government entities, at all levels. The Political Communication Committee’s mission is to facilitate that understanding and support.

 

 CHARTER FOR POST-REEFING SCIENCE COMMITTEE

WHY IS THIS MISSION NEEDED BY CS2R OR WHY IS IT IMPORTANT

This committee is primarily interested in the long-term science for S2R as well as at each sink site, including monitoring life before and after a sinking, monitoring any pollutants. These types of studies have never been done on previously reefed vessels. It is important to document populations of the various species, growth rates, leaching of any heavy metals, etc.
 

CHARTER FOR PUBLIC INFORMATION COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

There will be many instances when a presenter will need to leave behind some information about CS2R and the project. It is imperative that we have people knowledgeable about the project, in its entirety, able to speak to the press at a moment’s notice, and since the press prefers talking with people in their “own backyard”, we must have regional PIOs. We want to keep CS2R & the project in the public’s eye on a regular basis, so press releases and articles will be needed to accomplish this. The best way to get worldwide knowledge of CS2R and the project, and the ships moving thru the pipeline, is thru the video documentary process. Most vessels that have been reefed in recent years have been fully documented for TV and DVDs. We will need amateur videographers to document what we have done for internal purposes.

 

CHARTER FOR RESEARCH COMMITTEE

CS2R personnel/volunteers must have, at their fingertips, any and all information important to artificial reefing. It is imperative this information be easily accessible, either in hard copy or electronically. Our message and PR materials need to be kept current at all times. We need to know more than anyone else does about S2R, all around the world. CS2R can only be the “gold” standard if it has all the answers available. 
 

CHARTER FOR SHIP FUNDRAISING COMMITTEE

CHARTER FOR SHIP PREPARATION COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

All vessels must be cleaned at least to the EPA Best Management Practices for Artificial Reefing. This committee will develop and utilize a standardized protocol for all vessels statewide.   
 

CHARTER FOR SHIP SINKING COMMITTEE

WHY IS THIS MISSION NEEDED BY CS2R OR WHY IS IT IMPORTANT

 

CS2R wants to place each vessel upright and correctly oriented on the site where spotted. CS2R does not want to harm any marine mammals that may be nearby or any marine life that may be transiting the sink site. The sinking cannot happen unless all the permits for the event are in place. 
 

 CHARTER FOR SHIPS COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

Each sink site will require ships specifically chosen for that site. Each ship has different characteristics and these must be understood to fully develop the preparation criteria. 

 

CHARTER FOR SHIPYARDS COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

It is critical to have an understanding of what the various shipyards in California can and/or will do, and identify which shipyards can be utilized for the project. Some are not interested in doing the type of work required to reef vessels. Some do not have the proper facilities to do the work. 

 

CHARTER FOR SINK SITES COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

This committee would assist the local sink groups in determining sink locations by providing a statewide standardized format for determination and mapping of the site. 
 

CHARTER FOR SINKING EVENTS COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

 

CS2R wants to place each vessel upright and on the site where spotted. CS2R does not want to harm any marine mammals that may be nearby. The sinking cannot happen unless all the permits for the event are in place. Alumni groups support reefing of their vessels & need a way to say “good-bye”, general public & VIP attendance is good PR, as is a good documentary concluding with the sinking of the vessel.

 

CHARTER FOR SPEAKERS BUREAU COMMITTEE

WHY IS THIS MISSION NEED BY CS2R OR WHY IS IT IMPORTANT

CS2R must have a team of speakers in the field making presentations to anyone and everyone who will listen, particularly potential opponents. We need to be certain that the message being provided is the same statewide and is never allowed to become outdated. For many in any audience, this will be their first exposure to CS2R and the project so it is imperative we put our “best foot forward”, and that the message is consistent and current.
 

CHARTER FOR TECHNICAL LIBRARY COMMITTEE

To bring S2R to fruition, it will take all the political influence available. Our nation holds veterans in high regard. They will support the construction of memorials of many types. The crews do not want to see their ships scrapped. Veterans are perhaps our most powerful allies in this effort.

CS2R is positioning itself to be THE place/people to go to for S2R information. In the fast-paced world of the internet, having all this information readily available at one site, is the best way to ensure anyone who wants to know about us, or S2R in general, comes to us. We will be THE place to go. In addition, our personnel/volunteers need easy access to research materials, membership info, etc., so rather than go to the originators of this info, they use the “back door” page to retrieve this info expeditiously.
