California Ships to Reefs vision is to establish a regional system of reefed ships along the California coast for purposes of an international dive destination, to enhance the tourism industry centered on fishing and diving, and to improve and enhance the California fish populations.

DIVERIZATION COMMITTEE CHARTER

WHY IS THIS MISSION NEEDED OR WHY IS IT IMPORTANT

In order for ships to be safe to dive and more accessible they need to be opened up, hazards
removed and access holes created. A standard for diverization will assist with the sink plans as
holes cut for diver access can and should be used to maintain the proper plan for sinking.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify ships available & obtain plans (liaison with Ships Committee)
2. Research what others have done worldwide and why (liaison with Research Committee)
3. Develop a standardized diverization plan which should include items such as:
a. What is to be removed such as wiring, cabinetry, hatches, pipes, doors,

b. Where access holes are to be cut such as decks, hull, bulkheads, etc.
c. What needs to be left in place but altered to allow water flow and diver access
d. What needs to be sealed off & how

WHY IS THIS MISSION NEEDED OR WHY IS IT IMPORTANT

This task is a very important one and a requirement for the issuance of the needed permits
to sink a ship. The Environmental Impact Reports will be key to getting Coastal
Commission approval and is one of the legal requirements that must be met to sink ships.
For this reason a standardized report will make completion easier and uniform. As we go
through the process of sinking ships off the California coast, the regulatory agencies will
come to know exactly what to expect as each report builds upon those that have gone
before. With that said this committee must be flexible and responsive through the first few
reports to allow for necessary changes based upon any criticisms or perceived omissions by
any stakeholder. In the end we want to do it right. In addition, this committee should
consider doing/managing all EIRs in the state due to their complexity & commonality.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Contact company that made Yukon EIR and determine what part they want to play
in this process (Dick)
2. Research and review as much of what has gone before as possible. This entails
gathering copies of EIR's for ships already sunk in other locations, including the
"Yukon". Ask Bob Watts for his recommends. (liaison with Research Committee)
3. Consult with DFG regarding extent to which “Yukon” EIR needs to be expanded.
4. Determine what information contained in these EIRs can/should be utilized in
California Ships to Reefs’s EIRs.
5. Determine what additional information may be required for California Ships to
Reefs’s EIRs.
6. Develop a statewide standardized Environmental Impact Report that can then be
customized to fit each sink site. The goal will be to produce a "fill in the blanks"
type of document to be used by the local sink groups to provide the individual sink
site information. Provide a rationale why EIRs should be done this way.
7. Review and approve for submission, all EIR's.
8. Set up to guide the EIR process

with to get approvals and/or permits/or cooperation.
2. Identify a federal point of contact (POC) for each department/agency involved
with permits anticipated for statewide sinking.
3. Validate the need for each of these permits while soliciting other agency
requirements for permitting (look for permits that could be needed, but are not
known yet)
4. Develop a plan for each permit, identifying contacts, timelines, risks/mitigations,
etc.
5. Assign a sub-committee for each permit, responsible to make contact, follow
through on commitments and provide information/updates.
6. Define the order of completeness (which permits need to be completed before
others) and prioritize those that need to be completed first.
7. Ensure the issuance of all permits required are valid for all sinkings statewide

The funding of California Ships to Reefs can be a composite of three sources – Federal,
State and Local (to sink site). This committee will define and pursue the process for
funding at all government levels, corporate and individual levels. These funds, depending
upon the amount raised, will either fund the day-to-day activities of California Ships to
Reefs, or ship processing, which includes issues such as towing, cleaning, preparation,
sinking and studies. The bottom line -- No money no ships to sink.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Develop potential financial resources to pay for the preparation of ships for sinking
as reefs.
2. Identify types and sources of funding – Federal Agencies (Navy [SinkEX costs],
MARAD, NOAA, Congressional Approval, etc), grants (private and public),
fundraisers, donations, recoverable materials from vessels (i.e., memorabilia,
precious metals [i.e., copper], etc.), sponsorships, business groups (chamber of
commerce, professional associations, etc)…… who else? Divide by type and
purpose. Example for the cleaning and preparation -separate permitting, towing,
reefing and post reefing support.
3. Discover the methods of access to the funding sources and identify contacts that can
help access these funds, start an information and outreach program tailored for all
those with decision making authority for the funds. Make formal requests for the
funding and follow through on its acceptance.
4. Generate commitments and ultimately the funding for each type of contribution of
funding required.
5. Develop Grant Writing Team to discover how to obtain the funds from application
to funding– donations are probably more immediate than getting/waiting for the
Federal government to approve and then send money.
6. Identify partners/skilled people that would help provide necessary services for cost
or pro bono.
7. Develop and provide recognition rewards or incentives for sponsors/donors/contributors.

In order for California Ships to Reefs to become public policy at all levels, it will require
both understanding and support from all government entities, at all levels. In addition, we
need to be certain that other stakeholders (i.e., environmentalists, fishermen) are provided
information on the project and its benefits, particularly potential opponents. The Project
Representatives Committee’s mission is to facilitate that understanding and garner support.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify agencies/government contacts and stakeholders from whom California
Ships to Reefs needs to garner support
2. Develop the materials (i.e., Position Paper, digital presentation, etc.) and protocols
(i.e., Follow-up letter within 24 hours of each meeting) to approach and garner
support from these contacts for Ships to Reefs project.
a. Federal; State; Local
b. Environmental Groups (i.e., Sierra Club, Baykeepers, Surfriders, etc.)

Every aspect of this project will have its legal challenges and we need someone with
expertise in these areas to advise and represent us as needed. We need to have the team in
place early on so no legal issues are overlooked and potential problems prepared for in
advance. Even if we can develop “boilerplate” language for most issues, there will be
issues unique to each vessel or sink site to be addressed. This will be especially true in
Sanctuary areas.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify all aspects of the program where legal advice & management is/may
be required such as (may be separate sub-committees):
a. Environmental (cleaning of hulls, interiors, MARAD lawsuit, EIR)
b. Maritime Law (ship title transfer – both to state & local grantees)
c. Contracts Law (Federal/State contract, shipyard contract, towing contract,
sinking contract)
d. Liability Law (pre-sinking liability, post-sinking liability)
e. Others To Be Identified
2. Recruit pro bono attorneys with appropriate expertise in each area to include, but not
limited to Environmental Law, Maritime Law, Contracts Law, Liability Law, and
others as they are identified. Note: we need to be sensitive to the burden this puts on
the attorneys.
3. Each attorney will review his portion of the project for potential areas where legal
issues may arise and prepare appropriate steps to be taken in advance to eliminate or
prepare for said issue.

In order to provide an ecologically diverse habitat to encourage the most fish life … the
habitat should mimic real life and also provide for more interesting dives. The ships would
provide the Pinnacle structure which provides habitat for certain fish and plant life. The
addition of lower materials to create bottom habitat will encourage other types of creatures
and also can allow for kelp growth. This should provide for a more ecologically balanced
man-made reef “system”.

There will be many instances when a presenter will need to leave behind some information
about California Ships to Reefs and the project. It is imperative that we have people
knowledgeable about the project, in its entirety, able to speak to the press at a moment’s
notice, and since the press prefers talking with people in their “own backyard”, we must have
regional PIOs. We want to keep California Ships to Reefs & the project in the public’s eye
on a regular basis, so press releases and articles will be needed to accomplish this. The best
way to get worldwide knowledge of California Ships to Reefs and the project, and the ships
moving thru the pipeline, is thru the video documentary process. Most vessels that have
been reefed in recent years have been fully documented for TV and DVDs. We will need
amateur videographers to document what we have done for internal purposes.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Utilizing the message provided by the Message Development Committee, develop
and produce standardized Public Information materials to include, but not limited to
ads, press releases, newsletters, articles, brochures, fact sheets/position papers,
FAQs, etc.
2. Identify and train as necessary, three Public Information Officers (PIOs) from each
region to field all questions about the project as necessary
3. Develop training checklist.
4. Ensure PIOs have the most recent information at their fingertips.
5. Identify publications to carry articles about the project as it moves forward and
writers to create the articles
6. Recruit documentary companies to document the project & each vessel as it moves
through the pipeline.
7. Identify, maintain & update a complete list of press/media (newspapers, magazines,

This committee is primarily interested in the long-term science for SHIPS TO REEFS as
well as at each sink site, including monitoring life before and after a sinking, monitoring
any pollutants. These types of studies have never been done on previously reefed vessels.
It is important to document populations of the various species, growth rates, leaching of
any heavy metals, etc.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Work with government agencies such as DFG and NOAA and with any other
recognized groups deemed pertinent to develop criteria for the planning and
implementation of studies to provide baseline flora and fauna studies at each sink
site. Develop/approve methods necessary to conduct studies/facilities.
2. Install quadrats and transect lines and instruct local volunteers in proper fish
counting methods.
3. Plan and place permanent transects and quadrats on each vessel for ongoing studies
and conduct those studies.
4. Develop the knowledge and capability to identify any potential non-native species
that may be introduced to the site by the ship.
5. Review any ships chosen for reefing to identify potential invasive species before the
ship is delivered.
6. Plan for the use of the information gathered by various studies to enhance
California Ships to Reefs’ outreach and informational meetings
7. Work with local stakeholders near each sink site for the development of educational
programs (public aquariums, school districts, etc.)

accessible, either in hard copy or electronically. Our message and PR materials need to
be kept current at all times. We need to know more than anyone else does about SHIPS
TO REEFS, all around the world. California Ships to Reefs can only be the “gold”
standard if it has all the answers available.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Create a priority list of what is needed (coordinate with Science and Technical
Library Committees)
a. Locate everything available about how to create artificial reefs
b. Locate everything available on how it has been done throughout the world

All vessels must be cleaned at least to the EPA Best Management Practices for Artificial
Reefing. This committee will develop and utilize a standardized protocol for all vessels
statewide.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify available ships & their plans (liaison with Ship Committee)
2. Obtain the cleanliness standards from EPA and those from other countries.
3. Evaluate EPA standards to determine where we can and should improve or
modify their requirements. a. Develop a plan with standards & consult on
how to apply EPA standards
4. Develop a standardized cleaning/preparation protocol for each ship type
(liaison with Diverization Committee).
5. Develop a list of items that must be cleaned but may be left in place.

California Ships to Reefs wants to place each vessel upright and correctly oriented on the site
where spotted. California Ships to Reefs does not want to harm any marine mammals that may
be nearby or any marine life that may be transiting the sink site. The sinking cannot happen
unless all the permits for the event are in place.

It is critical to have an understanding of what the various shipyards in California can
and/or will do, and identify which shipyards can be utilized for the project. Some are not
interested in doing the type of work required to reef vessels. Some do not have the proper
facilities to do the work.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify shipyards or ship repair facilities in California
2. Identify point of contact (POC) at each facility
3. Interview each POC to determine capability and interest in the work
4. Prepare a list of shipyards based upon the size of vessels that can be handled and
the type of work each is capable of doing such as:
a. Dry Docks
b. Dry Dock Length/Wet Dock Length
c. Water Depth (Draft)
d. Types of Licenses/Permits Possessed, i.e. NNIS removal/Containment, toxics
removal/ containment, toxics disposal, etc.
e. Ability to diverize while vessel tied alongside (to minimize dry dock
expense)
f. Who handles recovery items
g. Ability to recover and recycle valuable items (copper, brass, other nonferrous
metals, fuels, etc.) to be sold/donated and willingness to use these to
offset some contract costs.
h. Ability to take ships in on a consecutive basis (same hull class into dry docks
to save build costs)
i. Availability of docks for work (i.e., between other jobs or as towed in), as a
place to store ships
5. Determine insurance requirements and engage insurance company (liaison with
Legal Committee).

training/protocols for the yard and to comply

This committee will design and execute a plan to represent California Ships to Reefs and
SHIPS TO REEFS at DEMA and consumer shows. It is critical that the plan be a persuasive
outreach and recruitment tool to our cause.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Determine what shows (including SCUBA Show and DEMA) should be attended each
year
2. Develop a booth that can be made into varying sizes to accommodate each show
3. Work closely with the Message Development Committee to define the message for
each show (this will evolve from one year to the next)
4. Develop the overall program customized for each show
5. Design (liaise with Public Information Committee) the various graphic components for
the booth and other materials to be used at the booth such as signs, videos, digital
presentations, etc.
6. Design (liaise with Public Information Committee) handouts (brochures) to include
items such as:
a. What is Ships to Reefs
b. Who is involved
c. How attendees get involved
7. Develop programs for workshops for orientation of attendees to Ships to Reefs (liaise
with Speakers Bureau)

c. Presentations w/high profile guest speakers (i.e., Navy, NOAA, DFG, politicos)
8. Develop draws/fundraisers (drawings, membership drives)

This committee would assist the local sink groups in determining sink locations by
providing a statewide standardized format for determination and mapping of the site.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Determine the criteria for a sink site, considering substrate, water depth,
proximity to landings, average water clarity, average currents, proximity of areas
for recruitment, and anything else the members of the committee deem pertinent.
Determine ship orientation (prevailing surge/current).
2. Consult with government agencies such as DFG and NOAA and with any
other recognized groups deemed pertinent to develop criteria that all
stakeholders can accept.
3. Develop & document the criteria for a sink site and explain how to determine
parameters in easily understood language. The purpose of this document will be
for dissemination to the individual sink groups for guidance.
4. Develop a standardized form that can be completed by each sink group for each
proposed sink site. This form will list the previously determined criteria and
allow for easy completion in a question and answer format. The completed forms
will be kept by California Ships to Reefs for use in educating public speakers,
completion of the EIR for that site and as an historical record of all sites
considered.
5. Identify committee members who will be available to each sink group for on-site
inspections of proposed sink sites.

California Ships to Reefs does not want to harm any marine mammals that may be nearby. The
sinking cannot happen unless all the permits for the event are in place. Alumni groups support
reefing of their vessels & need a way to say “good-bye”, general public & VIP attendance is
good PR, as is a good documentary concluding with the sinking of the vessel.

DESCRIPTION OF WHAT NEEDS TO BE DONE

the message being provided is the same statewide and is never allowed to become outdated. For
many in any audience, this will be their first exposure to California Ships to Reefs and the
project so it is imperative we put our “best foot forward”, and that the message is consistent and
current.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Utilizing the message provided by the Message Development Committee, in coordination
with Public Information, Project Representatives and planning, prepare standardized
digital presentations keyed towards each prospective audience such as Diving Industry,
Fishing Industry, Business Community (i.e., Rotary, Kiwanis, etc.), Tourism Industry
(Chambers, Visitors/Conference Bureaus), Environmental organizations
2. Train Speakers Bureau on each version of the presentation so entire committee is
providing the same information statewide.
3. Provide each member of the Committee with all versions of the presentation.
4. Develop standard protocol and materials required for reporting back on
discussions/questions that may arise.
5. Evaluate reports on discussions/questions
6. Working with Message Development Committee, request formal corresponding answers

to Reefs ships. Where possible, this committee will try to consolidate permits and
anticipate permitting needs across all ships.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Identify the various State departments/agencies we will need to interface with to get
approvals and/or permits.
2. Identify a state point of contact (POC) for each department/agency involved

3. Validate the need for each of these permits while soliciting other agency
requirements for permitting (look for permits that will be needed, but are not
known yet)

Reefs, all around the world. California Ships to Reefs can only be the “gold” standard if it
has all the answers available.

1. Create a priority list of what is needed in the Technical Library (coordinate with
Research Committee)
a. Catalog everything available about how to create artificial reefs

nation holds veterans in high regard. They will support the construction of memorials of
many types. The crews do not want to see their ships scrapped. Veterans are perhaps our
most powerful allies in this effort.

1. Identify the military ships that are available for disposal
2. Scan the “Reunions” listing at

California Ships to Reefs is positioning itself to be THE place/people to go to for Ships to Reefs
information. In the fast-paced world of the internet, having all this information readily available
at one site, is the best way to ensure anyone who wants to know about us, or Ships to Reefs in
general, comes to us. We will be THE place to go.
Additionally, the California Ships to Reefs web site members will, as much as they are able, to
contribute to the ShipstoReefsInternational.org web site. There will be overlap between the two
sites, so the additional work won’t be overloading. Also, our personnel/volunteers need easy
access to research materials, membership info, etc., so rather than go to the originators of this
info, they use the “back door” page to retrieve this info expeditiously.

DESCRIPTION OF WHAT NEEDS TO BE DONE

1. Develop and maintain a Ships to Reefs site that is the “gold” standard, so when
someone wants to know about Ships to Reefs, they come to California Ships to Reefs
for that information such as Ships to Reefs “How-to”, Team Development, Financing

2. Develop and maintain a Ships to Reefs International web site that
encompasses reefing sites all over the world. This site will be a one-stop
California Ships to Reefs shop for reefing information from any state or
country that is interested in sinking artificial reefs.
3. Develop a “back-door” location that is password protected, to be used
strictly by authorized California Ships to Reefs personnel/volunteers.
4. Work with Research Committee to make available a database for research materials, with
easy access by California Ships to Reefs personnel/volunteers.
